Not good. Devices only need 110v. If the incoming power is 50v on one prong and 160v on the other, then the difference is 110v and the device is happy. But often the neutral wire is tied to the metal chassis for an easy common return for all the circuitry. If the neutral is at 50v, you touch the metal chassis, AND you're physical earth grounded, you can be severely shocked or electrocuted. Same is true if the electrician failed to follow proper wiring code and reversed the hot and neutral wires anywhere in the apartment. So a physical, 3rd wire earth ground clamps the neutral wire to actual ground for safety reasons. Not only that, but my 50v scenario is exaggerated. For maybe 20v - 30v on the neutral wire, you could get a shock, but at 50v or more, your equipment can also be severely damaged.
